Modern Uluslararası Sistem ele alındığında, iki açıdan sorun söz konusu olabilmektedir: 1) Uluslararası sorunlar. Modern Uluslararası Sistemin işleyişi sırasında ortaya çıkan ve sistemin işleyişine uymadığı için adına sorun denen, çözümünün sisteme uygun hâle getirmek olduğu kabul edilen durumlar. Modern Uluslararası Sistemin sorun-çözüm tanımlaması ya da kabulü çerçevesindeki sorunlar. 2) Sistemik sorunlar. Modern Uluslararası Sistemin işleyişinin ürettiği ya da sistemin işleyişinde ortaya çıkan sorunlar. Biz bir üçüncü durumdan bahsedip bu durumun da incelemesini yapmak gerektiğini düşünmekteyiz. Mevcut literatürde bu üçüncü tür sorun üzerine herhangi bir inceleme olmadığı gibi sorun olarak dahi kabul edilmemektedir. 3) Bir sorun olarak Modern Uluslararası Sistem. In the current literature, there is no examination of this third type of problem and it is not even considered as a problem. 3) The Modern International System as a problem. Due to its structure and functioning, the Modern International System itself is a problem.
